Norway has been funding Palestinian terrorism for many years.

According to information available on the Norwegian Ministry of Foreign Affairs/NORAD website (as of August 31, 2016), the Norwegian government has committed funds of over NOK 200 million (over $24 million) to politicized organizations active in the region for 2016. These funds are distributed via NORAD, the Embassy in Tel Aviv/Israel, the Representative Office in Al Ram/Palestine, the Secretariat and the Ministry of Foreign Affairs. In 2015, overall development aid to “Palestine” amounted to NOK 630 million.
Norway gives Palestinians NOK 123 million annually a proportion of which goes to paying the "salaries" of convicted Palestinian terrorists (& the families of dead Jihadis) which further encourages more terrorism as outlined in the report Incentivizing Terrorism: Palestinian Authority Allocations to Terrorists and their Families :

The Palestinian Authority’s legislation and allocations of monthly salaries and benefits rewarding imprisoned and released terrorists, and the families of “Martyrs,” amount to $300 million annually. This financial reward clearly demonstrates the PA’s institutional commitment to sponsoring terror against Israel.
Norway is clearly nervous that their funding of Palestinian terrorism will eventually lead to legal action against their country by the victims of the terrorism, they themselves indirectly finance, have preemptively attempted to distance themselves from the Palestinian Authority culture of terrorism after a Palestinian Women's Centre they funded was named after a Palestinian terrorist who murdered 37 Israeli civilians.
