I'm from Western Canada and I have many times experienced -30 to -40 degress Celcius! The coldest for me was -45 deg Celcius and with 'Wind Chill' it felt like -55 to -60 deg Celsius. This was in Calgary, Alberta. On that day, I wore my small t-shirt and shorts since I was going to the gym and didn't have time to change. I parked my car and tried to walk non-nonchalantly to the door. It was too cold with my exposed legs and arms so my body forced me to start running for the door.
I have also many times waited outside a nightclub in -20s or -30s deg Celcius wearing short skirts or thin dresses and high heel shoes or even sandals. Yes, Canadians are crazy! haha.
Montreal is in the Eastern part of Canada, not as cold as Aberta, but perhaps they can get very cold occasionally (especially if quoting the wind chill temp.)
