As the name suggests; Witte has Dutch ancestry...

Witte's father Julius Christoph Heinrich Georg Witte was from a Lutheran Baltic German family of Dutch origin. He converted to Russian Orthodoxy upon marriage with Yekaterina Fadeyeva. His father was made a member of the Baltic-German knighthood in Pleskau (Russianskov).

Another Russian of Baltic-German origin of Dutch descent:

Baron Alexandr Alekseyevich Gerngross (Russian: Александр Алексеевич Гернгросс) (4 August 1851 – 17 March 1925) was a general of Dutch origin who served in the Imperial Russian Army during the late 19th and early 20th centuries. Gerngross was from a Baltic German noble family of Dutch origin. He entered military service in 1868, and graduated from the Riga School of Infantry. Commissioned as an ensign in 1871, he served with the 63rd Infantry Regiment. He was promoted to second lieutenant in 1873 and to lieutenant in 1875. Serving with distinction during the Russo-Turkish War (1877–1878) he received a field commission as brevet captain, which was formally confirmed in 1879. He rose to lieutenant colonel in 1887.

    Of full Dutch origin:

Vasily Ivanovich Berkov (Russian: Василий Иванович Берков) (Dutch: Wicher Berkhoff) (21 August 1794 in Vriezenveen, Netherlands – 5 April 1870 in Saint Petersburg, Russia) was a Russian shipbuilder and from 1829-1870 Director of the Admiralty Shipyard of Saint Petersburg, possibly in the rank of Counter-Admiral. Berkov deserves special credit for his translations of West-European literature on shipbuilding into Russian. He was one of the so-called Rusluie, a Dutch community in 18th and 19th century Saint Petersburg, most of whose members originated from Vriezenveen, Berkov's native town.
From 1815/16 till 1825 Berkov worked as Deputy Master-Shipbuilder at the Lodejnopolskaja Shipyard, in the Grebnoj Docks in Saint Petersburg, at the shipyards in the Don basins and in the Novgorod district. Here he built ships destined for inland shipping, as well as private luxury yachts for two senior civil servants: Kochubey (1768-1834) and Arakcheyev (1769-1834). He was also involved in the building of the Enterprise, the ship of explorer Von Kotzebue (1787-1846). After a brief career in 1825 as Master-Shipbuilder at Saint Petersburg's City Wharfs, he accepted in 1826 the position of Deputy Navy-Inspector for Innovative and Technological Requirements, at his former training college.
This civilian college merged in 1826 with the equivalent navy college into the Academy of Navy Engineers. At present the training academy in St. Petersburg still exists under the name of Higher Academy for Marine Engineers (Военно-морского инженерного училища). In 1829 Berkov returned to the City Wharfs as Director. As such he participated in the merging in 1841-43 of the civilian City Wharfs with the adjacent Navy Admiralty Shipyard into the New Admiralty Shipyard, of which he became Director. He continued this position until his death in 1870. In the hierarchy of the Russian social class system, Berkov rose to the civilian rank of Acting State Councilor (4th class), which equals the rank of Counter-Admiral in the Navy. Whether Berkov had actually held a Navy Admiral rank is subject of debate among Dutch historians.

Count Fyodor Logginovich Geyden (born Friedrich Moritz Reichsgraf van Heyden; Russian: Фёдор Логгинович Ге́йден, tr. Fëdor Logginovič Géjden; 15 September [O.S. 3] 1821 – 18 January [O.S. 6] 1900), better known as Fyodor Logginovich van Heiden, was a Russian military commander of German-Dutch extraction, who served in the Imperial Russian Army. He served as the Governor-General of Finland 1881–1898. Heiden's 17-year office in the Grand Duchy of Finland encompassed the entire reign of Alexander III of Russia, who appointed him at the start of his own reign, to succeed the courtly and diplomatic Count Nikolay Adlerberg, and four first years of reign of Nicholas II of Russia. Friedrich Moritz Reichsgraf van Heiden was born in Sveaborg, later renamed Suomenlinna, son of Dutch Lodewijk Sigismund Gustaaf van Heiden (6 September 1772 – 5 November 1850), who left Netherlands in 1795 during French invasion and settled in Livonia. Admiral van Heiden died in 1850. His mother was lady Anne-Marie Akeleye from a Danish family. Youngest son of family, Friedrich took military career, converted to Orthodoxy and took the Russified name of Fyodor Logginovich Geyden.
