    According to Italy, the initiator of cooperation, CEI was to bridge the gap arising from the disintegration of the Eastern Bloc, to prevent possible hegemony of Germany in Central Europe, and to facilitate post-communist states to develop cooperation with the West. CEI aims to strengthen Europe's cohesion, its political, economic and social stability and security.
