Depends on the context, society, culture, behaviour, identity etc. and phenotype. Someone can be 20% black and be white or 40% amerindian and be white or 100% middle eastern. I think you dont need to be 90% or more not even 1% if you are middle eastern for example. If someone behaves and identifies as white and is accepted as such, I consider him white. I myself dont doubt what other people tell me about themselfes only if it is very contradictory like a full blown african says he is white, or a full blown white person says he is 100% black.
