For an interesting Berber state that would work:


1. It must be agreed that they put in power a racialist nationalist leader who is purely Berber (without Negroid, Arab and levantine influence);


2. They must apply eugenics and exclude people who have too low an IQ for reproduction; They should only keep people who have an IQ between 95 and 100 (and more);
