They are majority secular Muslims and have nothing to do with Arabs. Alcohol is widespread and their women are not dressed in trash bags which is in fact much more prevalent in Western cities. The country is also not ruled by Islamic principles and afaik there's not any restriction based on religion. Therefore eligible to be a part of the modern world. Albania should join the EU.
