The fact that they need synovial fluid along with RNA samples makes it 100% sure they're testing for disease susceptibility in Russians specifically. With synovial fluid you can diagnose many inherited and/or active conditions while the RNA samples tests for vulnerability to RNA viruses. Needing RNA instead of DNA means they're testing specifically for RNA based virus which includes ebola, hepatitis and others. But why Russians? Yeah that's the weird part.
It's also interesting to note that diseases caused by RNA viruses are difficult to prevent by vaccines because they have a much higher mutation rate from what I've read.
