A big mistake first world citizens make is thinking their society is just and correct. Many people tend to trust the authorities a tad too much and be gullible toward them. Especially in countries that have a high degree of efficiency like Northern European countries. In Italy for instance high corruption is deemed evident, so some mistrust toward authorities exists in citizens, which is a healthier long-term attitude in such occasions.

I don't think trust in autority play a role in the protection of the citizens there.
Many family were totally deseesperate and don't beleive authority would help them and protect them, so they continue with the rapists.

It perhaps more like Pakistanis in functions of local authority bringing Pakistan to the UK with all the corruption and ethnocentrism that goes along with it. Philosophically Westerners think too much as universalists and in a society that's forge-able. The West is superior and everyone can be made a Westerner in no time with the aid of our soft power. They don't realise it doesn't quite work with migrants from a part of the world that's morally almost the polar opposite of what we stand for.

And of course, those not part of the blue collar municipalities with many third world migrant love to turn a blind eye toward a reality they're not in, upholding their ideologue mantra of a superior West going to convert every immigrant.
