Interesting, I just looked at it on google. It's supposedly a pre-colombian bowl written in a language which vaguely resembles proto-sumerian. Could be a true artifact, who knows.

2. either europeans really did get there much earlier.

If they could build a ship in VIth, Xth or XVth century,
the same they could earlier. The very intereting fact is,

Well, the only Europeans that ever went to the new world were the Vikings, and they brought some of the Amerindian women with them to today's Iceland where a small number of today's Icelanders have Amerindian mtDNA haplogroups, but that's about it. Peru is in South America, and there were no Whites or any old world races living there before the colonial period.
