I was thinking...wouldnt it make sense that there be a Balkan Union in S.E. Europe, that functions pretty much as the current EU does?

Well I see Turkey function as Germany currently does in the EU. It could secure low interest loans and initiate a few development projects. Militarily too, Turkey can provide security and manforces...Greeks can supply the Navy, and the other Balkan countries can also contribute their specializations

Turkey can lend depts to them, yes. That would be good for the development of the region. At the end they wouldnt be poor maybe

BTW a friend of mine wh viisit Bulgaria, Serbia, Albania, etc once told me how surprised how much the infrastructure was underdeveloped compared to Turkey's. I mean, Greece is developed due to EU and all that, but the rest of the Balkans is pretty impoverished and underdeveloped economically. I think Turkish investment would come a long way.

Except Greece, I agree its very undeveloped.
