Yes, I believe they should. I consider trans people to be a third gender. There is no amount of surgery or hormones that can make them the opposite of their biological gender, nor do we become another gender just by believing we identify with it.
I wonder if a large part of non-disclosure from trans people is a fear of rejection. I think it's better to just say outright you are trans, as this would give the other person time to decide whether or not they can continue on in the relation. The less time spent on someone who would reject the transperson is more time to find someone who is compatible with the transperson.

just imagine you alone met a transsexual because you and she found each other very attractive but you still don't know what she is, you hung out with her you both had a lot of fun together drinking alcoholic beverages, after a boozy party you decided to bring her your home to your house.. inside home you two stare silently into each other's eyes, you become sexually aroused.. veins get compressed, trapping blood in your penis, you're despirate you can't control yourself and want her to get you. You ask her to take off underpants and suddenly you detect such a big elephant trunk hanging between her feminine legs but it scared the crap out of you, this made you depressed. You know you're fucked up when you know that true was not true, she was a male, not female. In your case if you were in such situation what would happen?

Yep, honesty is always the best policy. It is unfair to withhold information which would leave a romantic or sexual partner feeling deceived if it was later revealed.

It's unlikely that someone actually didnt know they were transexuals, except for asian transexuals who can look very feminine other trans have something "different" about them.
