The current EU flag is representative enough imo, every country is symbolized by a star and they all form a circle together showing the alliance/union between them.Blue as a background colour is a good choice as well, its a peacefull one.

You have to think in the most common symbols to Europeans...all Europe inclusive, not only the ones of the EU.

The EU (or better said, the European Coal and Steal community, later the EEC) was originally a centrist creation. Social-Democrats (center-left) and Christian-Democrats (center-right) saw in federalism the best shield to protect the continent from nationalism that provoked WW2. They also wanted to prevent the USA from turning the western European states into commercial outlets for the transatlantic market, for the US benefit.
Europe was a project built against the law of market forces: the common agriculture policy is the best example.
In the 80-90's, the Socialists and the liberals, O irony, cucked the dream and turned the EU into a capitalist monster, where corporations, lobbies and stock exchange were the priority.
The 12 golden stars are not meant to represent any country, the number twelve symbolizes completeness and perfection.
