Rus himself was a Swede. But what's a Swede? Is it a German? There were people in Scandinavia BEFORE Germanic invasions/wanderings.
I tend to think Germans got their whiteness from mixing with Northerners, carrying it back to mainland Europe. Because the French, who are quite swarthy by comparison, are their genetic brothers so I imagine this is what other Frankish tribes, including the Allemani tribe, originally looked like.

The Baltic race is lighter pigmented then Nordic with its ash blonde hair and grey blue eyes
