I don't know how stuff works regrading this topic in Croatia,but here a lot of people are still going to jail for carrying a pot with them,especially in poorer areas,in the wealthiest ones I'd say that it is de facto already legal too and in many college college campuses too,in mine you can puff a joint anywhere but in the main building that you won't get busted.
