The Rus (Slavs and Rurikids) didn't only use Turkic Khazar seals as their symbol of Qut and authority. They also used the Turkic title Kaghan for centuries as another element establishing their rightful rule's basis as Princes.

Rus' Trident and use of Kaghan title were surely inherited from Turks. Some historians even argue that Kievan Rus' was founded on the structures of Khazars in their adminstration, army and laws.

Yes Kievan Rus' was established by Ruriks and East Slavs. We talk about adoption of symbols, titles, and possibly some governance systems from Turks (Khazars) during genesis of their state. That's what the quote also meant. So here, Kaghanate means title with governance system elements not that they were Turkic or Ashina clan.
I dont claim Rus was ethnically Turkic, they werent.
