Actually, learning English in Brazil is highly motivated but only English. From primary schools to the very popular "academies" of language training, even if your job is national and you'll be speaking only Portuguese, you'll be valued much higher if you command the language to a decent degree. Like I mentioned before, the English language and solely the English langauge is a very sought after skill, even if you don't depend on it for job opportunities but merely to be able to say "I speak English", the main reason for our generally poor skills is bad training and possible high costs to learn but it's not not an ingrained hostility towards English.
Another point I just remembered, many many of us learn to go overseas and settle. (Not my case, I learned it as a toddler while in Britain)

They all speak horrible english, hard to point the worse but probably China and Russia (different alphabets and less US cultural influence).
