About pictures. This means paintings or stone plaques with carvings. It is seen as idolatry and/or attempting to recreate in your own image something that was already created by the Lord.

About dogs. The killing of dogs was an acute and temporary measure, during war, when the enemies of Muslims were using them against the believers. It was not an outright order to kill all dogs at any time and any place. But it is true that keeping dogs as pets inside the house is seen as unclean and impure. A later hadith says that anyone who keeps dogs for any reason other than guarding one's land/crops or hunting loses the equivalent of 2 qirat per day, which means, obviously, killing dogs was not what people usually did.
