The Shetlands were group the "North and West Scotland" group, no they do not surpass Southeast Scotland. The areas closest to that is Connacht, Ireland.

    Blue eyed master race
"Wearing feelings on our faces while our faces took a rest
We walked across the fields to see the children of the West
But we saw a host of dark skinned warriors
    Standing still below the ground,
Waiting for battle!" (Supper’s Ready, Genesis)

Are you stupid? 35% in SW England was only for blue eyes, if you included green and grey, it would obviously be much higher for light eyes.
If you compare to blue eyes in a few other populations:

    Germany : 30.20%
    Belgium : 28.9%
    Switzerland : 28%
    Spain : 11.75%
    Italy : 10.3%
    Portugal : 7% - 9%
