The conflict with ISIS is not really a civil war, because many of ISIS members are from all over the Islamic world, some African, some are European, some are Berbers ect. However the official civil war in Iraq happened after 2003 Anglo-American invasion. It began in 2006 with Shia Arabs and Sunni Arabs fighting and it ended in 2011, with most of the Sunni Arab tribal regions being de-facto independent with tribal sheikhs ruling most of the tribes in the western region. However in 2017, Kurds want their independence, and this has angered the central government in Iraq which is Shia Arab lead, and also they don't want to lose the northern Iraqi oil reserves, so the conflict also economic incentive, not so much to offered in the Western regions other than some phosphrous and recently only natural gas, but it does not compare to Kirkuk's oil reserve.
