You're mistaking State wealth and personal wealth. I have a Romanian neighbour who told me a funny story about his town, the people we so poor that they stole the canalisation covers to sell them, the town changed them a few times and eventually gave up.
As for State wealth, it isn't a problem of Bosnia's economical state, it's a problem of bureaucracy, useless ministers etc, why does a canton need to have the exact same ministries as the entity and the entity have the same ones as the National ones? That's where the problem lays.
Pretty impressive.
Average monthly revenue per person in Bosnia is around 800KM/400€(net) while in Romania it is 1200RON/260€ (unclear if net or gross)
