Sadly, yes a prison in Norway is one hundred times better than any home the desert shit holes they came from in Darfur or Mogadishu. 0-3 years resident -deportation for any offence more serious than a parking ticket
3-6 years resident-deport. for any offence more serious than smaller burglery
6-15 -more serious criminal behaviour
