According to Первый Балтийский канал and the contemporary Russian government this has never happened on 1991 january 13th, Soviet tanks were not running over the unarmed Lithuanian civilians:

Alexander Nevzorov said that the people you see under those tanks must have been run over by regular cars, according to their injuries, Kremlin approves
