By this I mean a disproportionately high percentage of both very good-looking and very ugly people.

From my personal encounters, Eastern Slavs. They can be outrageously ugly or extremely attractive.

indians for sure. Most are ugly by the way. Like extremely ugly in certain areas. Some exceptions are there. not the bollywood celebs lol they look mediocre at best. They're highly overrated. I would say a lot of kashmiri/pahari girls can be extremely good looking, some punjabi jatts as well, and many NE indian women are quite gorgeous as well but they together make up like 5% of indian population. The other 95% is horrible to horrendous.
