How do you know which wave of Slavs he was referring to? The Serb migration to the Balkans occurred in the 400's-500's and Procopius lived from 500-554, so the Serbs were migrating from Middle Europe to the Balkans during his lifetime.

Procopius was born in Caesarea in Palestine late in the fifth century and died not earlier than AD 562. According to the Byzantine historical sources, Serbs arrived during period which was govern by Emperor Heraclius (610-641). According to official history, early Slavs in Balkan have nothing to do with Serbs and Croats. Serbs and Croats came later.

I haven't seen the similarities, but both are Indo-European languages so it isn't far fetched for them to have some similarities.
