Pankration and an elementary Military training was part of a Greek youths education in any ancient Greek community"Politeia".
It was viewed as a matter of honor for any Greek citizen to defend his Politeia in the case of war.

The Spartans just put more emphasis on it and where most famous for this part.
For that matter the Cretan Polities in Classical were also like that.

Romans didn't not see themselves as Greek at all and Greeks definitely did not see themselves as Romans. Greeks didn't even consider Macedonians to be part of the Hellenic race and they're closer genetically than Romans.

Depends on what you consider ''Romans''. Proto-Italics were related to Celts and were Central European genetically. More or less like modern Venetians and NE Italians or even Austrians. Early Latins have absorbed Mediterranean influence in Italy and were more or less similar to modern Central Italians and Tuscans. Citizenship was expanded to all inhabitants of Italy after Roman hegemony through the peninsula, so all of them were ''Romans''.

After Caracalla and the Constitutio Antoniniana all inhabitants of the Empire were called ''Romans''. Roman and Latin ceased to be the same thing around the beggining of the Christian Era.
