She is right though in reality the average Romanian is probably medium brown hair, certainly not blond, with a fairly strong presence of dark brown in a lot of the country. I wouldn't associate it with "Northern Europe" and I don't think that morph is representative of the whole country (rather the northern part); Croats are lighter on average, which makes sense, since they're more Slavic.

Where were the pictures taken from anyway and how many were used in the morphs?

Don't get me wrong, there are blonds, but I feel like the OP was trying to neatly fit whole countries into categories based on a rather arbitrary division line like the 45th parallel, rather than necessarily showing a totally accurate depiction of an ethnicity. It's not like as soon as you step over that line everyone suddenly becomes blond or brunet lol. If you really want to find out for yourself, travel there and see (that Cristiano Viejo guy did and knows what I'm talking about). And I've seen other morphs that looked quite different.
