How can Chuvash and Dolgan people carry a significant amount of haplogroup E???

You confused with your own case.
Before Moors bred your Iberian Christian ancestors brutally, non-stop for 800 years, your ancestors were also banged by Iranic Alans who invaded Iberia during 4th century AD after escaping Turkic Huns who took over Pontic-Caspian steppe and bred anything around (Sarmatians were victims).
In your personal case and ancestry we must also not forget the Arab and white Norman assaults which hit the unfortunate agriculturalist farming Neolithic, Levant origin natives of South Italy.
Turkic people have Turkic ydna not IE ones.

Turkic people = Turkish people.
There wasn't a single Turk before 1100 A.D in Anatolia. Those who came to Anatolia came from EAST ASIA.
Turks are just like all other Turkic people.

There were few Turks in Anatolia prior to 1071, Byzantines had Pecheneg mercenaries.
Yeah it started in Orkhon valley and the holy forest of Otuken in 552, when the Blacksmith created his empire.
And less than 900 years later we were in Bosnia and thru the longer itinerary from south.
