Corruption in Ukraine is not just at the surface level like it is in the west (CEO make$ illegal business deal with Mr.x) - in Ukraine corruption is embedded at a deeper level all the way down to bartering your way into buying groceries. When it's this widespread (the average Ukrainian will encounter it several times a week) it is hard to dislodge this "habit". This is probably a legacy of buying off/bribing Tatars, to pay them off a little so Ukrainians can be left alone to grow wheat/bread. It's epigenetic. The way of the serf.

Also, if Russians did not have such vast mineral resources and wealth, their GDP would be just as terrible as Ukraine if not worse. Russians = Ukrainians with land.

And the same thing is happening after ten years again - inflation rate is on 175 percent compared to 4 percent year ago. The Zimbabwean dollar is coming back, maybe it will work this time, although I have some serious doubts, really.
