GENERALLY yes. But West Asians for example face completely different obstacles and stereotypes compared to East Asians. So if you mean literally by the geographic sense "Asians" it makes no sense to call them all the same thing because it's too broad and as a result means nothing if it's being used in a literal sense. So yes "Asian" generally refers to those who look Mongoloid.

East Asian is obviously a different group than populations located in the eastern half of Eurasia that we call Asia.
