    Either way, do you not agree that it is indeed peculiar how Colombia has a democratic tradition almost as long as Costa Rica (their last military dictatorships ended in 1957 and 1949 respectively), yet since at least the late 1970's its human rights record has been more akin to Guatemala's (if not worse at times)?

    It preceeds that to a large extent though (La Violencia, the banana strikers massacre in 1928 etc). And the paramilitaries and drug cartels have been at least the equals of the guerrillas in committing atrocities.

    @Andullero: would you say DR's democratic period truly began when Trujillo was assassinated in 1961, or when Balaguer stepped down in 1978?

    The latter, definitely. Bala only had the trappings of a democracy, without the substance, if you get my drift. He liked to fashion himself as a tropical cultured despot (think Frederick the Great as a Caribbean satrap).

    According to alnortedelsur, there were almost as many killings and disappearances in the Venezuelan democracy of the 1960's as there were under the dictatorships in Guatemala at the same time. But as for DR: since 1978 would you say its human rights record has been closer to CR's or Guatemala's?

    To CR, definitely. Although this hasn't been solid in stone, since the situation has had spikes of violence when economic crises have occurred, so there is that.

    Also, while I understand your concerns about Haitian immigration, all the same CR hasn't tried to denationalise Nicaraguan descendants like DR has done with Haitian descendants.
