Samis are lighter pigmented, but light pigmentation is not proof that someone is more European.

Samis are mix of northern Europeans and mongoloids and Sicilians are southern Europeans with MENA influence.

Depends on how you define MENA I guess because Neolithic Anatolian admixture is more similar to modern day Sardinians than anything else. Sicilians obviously have MENA influence postdating that as well though. I believe that Lapps are around 20% Siberian according to autosomal studies. Many also look indistinguishable from other Scandinavians though so they probably vary a lot.

Sicilians are very few European genetically. idk about samis but I guess these are more European genetically than Sicilians.
