She didn't overpay considering the region which is highly touristic and obviously inflates the prices. With that said, Portugal would have been a much better option to retire. Compared to the rest of Europe, Portugal's cost of living is very affordable, among the lowest in Western Europe. Taxes are fairly more attractive than Spain for expats who want to retire:

Mary, I'm sorry that your mother bought a flat without consulting you, but all in all she made a good business and many people are retiring to Iberian countries. To be fair, most French people I know are buying apartments or houses in Portugal, not in Spain. But she made a good investment and she can always rent or sell the flat if she's not pleased.
