Libya was a Greek colony founded by Libya the daughter of Epaphus in 1600 BC. Which is why these colonists joined the Sea peoples, tribes and "lands united" as Ramses calls them. Heracles, before traveling to the country of Girionis, decided to campaign to Libya (a name Greeks gave to the entire continent of Africa). Upon his arrival there, he met the famous giant Antaious (possibly in the area around the Cyrenian city of Irasa) fought him and defeated him. From then on, free from any threat, Heracles proceeded to kill or tame the wild beasts ravishing the country and build huge irrigatory systems. Thus he civilized Libya teaching the local people how to cultivate and build cities. He arrived in a wild half-desert country and left it a rich, full of olive trees and vineyards, paradise.

There he built a city admired for her size, which named her Ekatompilo, because of the number of its gates. And the prosperity of this country was preserved till the early years, whence the Karhedonians (Carthaginians) with a significant army and able generals campaigned against her and conquered her." Diod. Siceliotis also tells us that Heracles then crossed to Egypt where he killed Voushiri, the inhumane king of that country. Siceliotis gives us two reasons for this. First, Voushisiri was punished because he used to kill anyone that landed on his country, trying to fulfill an oracle and stop a nine year old famine. Second, because Voushiri had stolen the Esperides.
It is also correct that part of Phoenicians descended from Libya. Phoenicia is more a geographic term as Greeks did take part in the Phoenician ethnogenesis. Phoenicians were named after Phoenix who's family originally came from Greece. Libya was a Greco-Phoenician colony.
