1) My theory is that the US as a whole (not individual states obviously) is more like South American countries and less like Western European countries. For example you have a White (ish) elite ruling over a lot non-Whites.

2) Therefore there is less support for a welfare state because no one wants to pay for Blacks and Latinos.

3) I think that people in the elite want to let the population fend for themselves hence the private health care, private colleges, the gun culture, and so on.

Not at all. American Christians are very much in favor of small government. The one issue on which you could argue otherwise is homosexual marriage. Islam is, of course, another animal entirely. Perhaps I should have specified Christianity, but I thought that went without saying, given America's history.

It should be "we are a nation of descendants of Old Colonial Stock Rednecks who were breeding like rabbits after 1790".
