Many sephardic look very white some even look like scandinavians...

I haven't seen any who look like Scandinavians (just from my own experience), but I sure have seen some Sephardim and Mizrahim who could pass for Anglos. It's a minority of them, but they do exist.

Not atypical at all for Moroccan Sephardi. Non-sephardi Moroccans are usually the dark ones. Facial European features, light eyes (blue/green) and sometimes even light hair (light brown/blonde/red) are not rare at all among Sephardim.
But I can say I didn't think he was Sephardi on first glance, he looked more like Balkanite to my eyes.
