As far as I know Finland is not flooded by Arabs and Africans, ethnic Finns are still over 90%.
On the other hand, Russia is full with Central Asians, especially Moscow.

If Finland was part of Russia, it would be much poorer and native Finns would be lucky to be even 50% of the population.

If we aren't going to count Moscow for Russia, then why should we count Helsinki for Finland?
