Similarities of Montenegrins and Albanians is def. overrated at least from genetic pov, because both Macedonians and Bulgarians (excluding NW Bulgarians) are genetically more southern/PaleoBalkan.
It's just that culturally MNE shares lot with Albos (tribes for example), but genetically they aren't that close. There is intermix of the two though.
So let's say Montenegrins share more genuine ancestry with Albos, but still plot further from them than SE Slavs do because SE Slavs pre-Slavic part is more southern.

Montenegrins are more Slavic and less paleo-Balkanic than Bulgarians and Macedonians. Nobody claim Macedonians and Bulgarians are genetic brothers of Albanians, and for Montenegrins many (especially Albanians) claim they are cousins of Albanians.
Very few Montenegrins have Albanian origin by paternal lines. Most of Montenegrins with paleo-Balkanic haplogroups are of Vlach paternal origin, and their far ancestors are slavized/serbified in the middle age.

Well, these Vlachs are probably Latinized Illyrians and have similar origins as Albanians do, but with more external influences such as Roman.
I mean that for sure Montenegrins have more admix from Albanians than Bulgarians do, because Bulgarians live further away, their pre-Slavic should be primarly Thracian and Greek (even minor Anatolian Greek)
What I think it that Montenegrins have bit more Slavic than SE Slavs (except already mentioned NW Bulgarians are pretty northern), and their pre-Slavic part is more northern than that of ancient Macedonia and Thrace.

Montenegrin clans with paleo-Balkanic y dna originated from native Vlachs of Montenegro and Herzegovina who lived there during the middle age (Mataruge, Kriči, Bukumiri, Španji, Moračani Bogićevci, Vasojevići etc), and from Vlach migrants from central and eastern Balkan in late middle age (Bjelopavlići, Kuči, Piperi etc). Native Vlachs were probably speakers of Dalmatian language, and Vlach migrants from east for sure were East Romance speakers.
Piperi R1b-BY611 and Kuči E-V13 have closer matches in y dna in eastern/southern Serbia, Bulgaria and Romania than among Albanians.

Montenegrin brotherhood which for sure has Albanian paternal origin is Maraš from one village near Podgorica.
They are R1b-Z2705 and they have matches among Albanians. They are recorded as Albanian Catholic settlers from Albanian tribe Hoti in Ottoman time who converted in Orthodoxy. Branches of Maraš brotherhood are surnames: Marović, Andrović, Blagović, Čobović, Iljović, Nešović, Ninković and Babić.
