Well... from my experience I can say that much of northern Italy is shifted towards central Europe. It's like a mix of Italy (mainly the disorganized big cities) and central Europe (economy, industries, climate, architecture). Val d'Aosta, Trentino-Süd Tirol and towns near the border with Switzerland, Austria and Slovenia look definetily Central European.

Culturally they are somehow more central Europeans than Italians, especially gastronomy, which tends to use more central European ingredients like butter. Note that Ferrero, one of the biggest food companies in the world, which produces Nutella, Kinder and Ferrero Rocher, is from the Piedmont region.

IMO, Piedmont, Lomardia and Veneto are half-way between Southern and Central Europe. Liguria is more southern shifted. Friuli, Val d'Aosta and Trentino-ST are central European.
