I have pretty much spot on memory, and I clearly remember this guy was featured in a set of pictures about Pomors. If it is a Russian you can at least say the pic was taken in Archangelsk region. The crisp air in the photo does not lie. That's White Sea in the backround.

Majority of Russian North is just Finns who speak Russian. The Pomors have the least East Slavic input with a decrease of Finnic input and increase in East Slavic the more south you go. Even in the Urals and parts of Siberia, the first colonists of those regions were North Russians you can still find majority Finnic genome amoung the old livers in those regions however majority population is of slavic stock due to mass migration during mid 19th century and especially 20th century.

North Russians differ from the rest in having large amounts of Finnish genes most are from integration of native Finnic tribes back in the early history of Russia. In short most North Russians are in fact Finns. Archangelsk is one such region.

Finnic languages are themselves late arrivals in Northern Russia. They reached the Baltic Sea only around 500 BC. Genes which are common to Northern Russians and Finns are both pre-Slavic and pre-Finnic.
