These countries and others in Europe are marked with "Exercise Increased Caution" due to recent and regularly occurring terrorist attacks.Giving them a higher level alert than much of the Balkans and Eastern Europe.

There has been some chatter in the USA about avoiding some popular European cities. Most Americans do touristy stuff and that is often what Terrorists target. I think the Nice attack and then one at the concert club in Paris spooked some people. Not sure if it had any impact on Tourism though. For Europe, Americans visit #1 London then #2 Paris at least for airport landings, but my guess is that they spend most of their time in those cities. I have a Niece living in Germany she cancelled a train trip to Turkey, just made other plans.
