Id agree with OP about 17-20 if we were talking about this some 50 or more years ago.

Most modern kids who are that age just sit infront of Playstations or computers all day.

HOWEVER strength, and speed, and muscle density is at it's highest in late twenties. Most elite athletes tend to hit their stride in their late 20's as well.
