It is a religion. Can be both. There is a difference between being fascinated by the mystery of cosmos like some people are (mentioning words like a Pantheism) and believing in the spirit world like probably most Asian Buddhists do. Even many Japanese believe in spirits so technically speaking they are not atheistic/ agnostic despite many westerners thinking so. They just don't believe in God like theists do.
When westerners are taking some things from Buddhism (like meditation/mindfulness and this of course exists in any other religion as well) into their own lifestyle without believing in supernatural it is more like a philosophy then.

    Gosh. Sorry for that.

I think they believe in some kind of reincarnation/ karma/ soul travel stuff. Different Buddhists have a different approach on things.
Some Jews believe in the reincarnation as well, but many don't. Some Jews don't believe in Satan and some do. But the idea of soul travel/ reincarnation is pretty Buddhist thing anyway.

I heard some of them say Jesus was a Buddhist monk, I highly doubt that though.
