Anecdotes, but UK Northerners are generally firendlier than Southerners, and there's no way in hell that Germans are warmer than Americans, atleast countryside Americans, New Englanders/New Yorkers can be arseholes sometimes. Don't know about the Westerners.

Now, you split Europe in half and you'll see that Germans, British, Dutch, Scandies whatever are generally quite a lot more reserved than Southerners.
