Asiatic mind (excluding East Asia for the most part ) devoid of functionalism and rational urban planning. Nothing more nothing less. New York and other major US and European cities have ergonomics, functional design and most importantly efficiency in mind.
It is limited space which pushed Americans to build taller and taller buildings. But in countries like Kazakhstan, Turkmenistan, Russia (best example Grozny) and Gulf States, authorities have other things in mind like delusions of grandeur, building taller because it's magnificent and organizing world events (spending billions) because it's prestigious. Common characteristic of an Asiatic mind is building a gorgeous and glittering center, while neglecting the outskirts and peripheries entirely.

Spending millions on lanes and lights (plus further maintenance costs) when the number of cars in the city is limited.
Spending billions on a large lavish airport when there no travellers
