definitely some can after all Pakistan is one of the largest country in the world(Population wise). I have seen Sirilankans who looked Pakistani to me and I Have seen some Pakistanis who can pass as Sirilankans to me

another thing is that being dark and having same pigmentation doesnt mean that you can pass among that population , you have to look at features as well.
