Tricky to answer. I think about even for DNA (perhaps a bit of an edge towards Austrian); towards phenotype, I'd argue England perhaps, but...it depends what you define as "Germanic" phenotypes as well.

Austrians by far.
While the Austrians are Slavic influenced, they are way more Germanic in both genotype and phenotype.
And the English are way more Celtic than Germanic and resemble the other British islanders and the French.

Here are some everyday british football fans, check from 1:10 onwards.. not very germanic looking people..
there are some fans interviewed (ignoring the obviously south asian and african ones) almost everybody looks quite "celtic" and not germanic
The woman intwerviewed is one of those typical phenotypes of the Isles that look very exotic to germanic standards...

Depends on what you mean by "Germanic". British are Northwestern Europeans and plot with Dutch and are closer to Northern Germans and Scandinavians while Austrians are between Germans and Central Eastern European populations. Using a term like "Celtic" basically has no meaning in genetics. When people use "Celtic" I'm presuming they are meaning the present day Celtic speaking populations but even these show some genetic differences using finescale techniques. Also wasn't Halstatt a pre-eminent Celtic site?
