A mid-high 20s Celsius can be a hot summer if that is what you're acclimatised to. Humidity plays its part too.

You missed the point. A classification scale doesn't necessarily reflect the reality of living in any particular environment and the peoples acclimatization to that environment.
28 degrees Celsius and 97% humidity is hell even for someone acclimated to 35 degree dry heat.
