Comparing recent Hispanic immigrants to African-Americans, African-Americans have much more shared historical and cultural legacies with Anglo-Americans. If you are looking at Hispanic groups who have been in the U.S. for longer, it is considerably murkier, but would still probably lean towards African-Americans.

African-Americans, they have no real cultural connection to Africa, their "sub-culture" is manufactured entirely in the US, and as it was noted above, many Hispanics don't even bother to speak English.

I concur. Black American culture is largely derived from white Southern culture, which is obviously an Anglo-American culture. Blacks have a generally different demeanor, though, so sometimes people don't make this connection.

There is some cultural overlap in terms of the whole southwestern heritage - e.g., rodeos, cowboys, and so on. But I don't think it compares to the cultural closeness that black Americans have.
