    Imo neither would exceed much beyond 10% (and I mean people who speak the respective foreign language in question to a decent level, not just the basics).

    It depends. Cancun is kind of like Miami-in-reverse, and possibly some other resorts like Puerto Vallarta and Mazatlan are to a lesser degree too. On the other hand, people I know who've been to Mexico say that English is not that widespread even in Mexico City.

    Is this a joke? English is the global lingua franca and an English-speaking super power is right on Mexico's front door. Wayyyyyy more Mexicans would speak English than non-Hispanic Americans would speak Spanish.

    Like I said, outside some resorts not that many Mexicans speak English at all. For that matter, the percentage of people who speak English is relatively low in several other Latin American countries too.
